PSYTAC is a psychology private practice specializing in pre-employment public safety psychological evaluations and return-to-duty educational debriefings. We conduct comprehensive assessments and debriefings for municipal, county, state, and federal agencies to include police departments, sheriff's offices, corrections departments, investigative agencies, and fire departments. Our services are offered to all public safety agencies within Kentucky, Florida, and Virginia.
Charles J. Biebel, Ph.D. is the president and chief psychologist of the practice. In addition to having received specialized psychological training in public safety assessment, Dr. Biebel is able to evaluate candidates from his unique perspective, having served as a sworn law enforcement officer in a variety of assignments for over 28 years. This includes training in interview and interrogation techniques and prior experience conducting pre-employment background investigations.
All PSYTAC team members are active duty or retired law enforcement officers.

The pre-employment psychological testing and clinical interviews are conducted via computer. Candidates can either test in-person at the sponsoring agency or they can be proctored by the agency, allowing the candidates to do the testing remotely from home or work. This allows the agency to have maximum flexibility and control over the testing schedule. After the candidates have completed the psychological testing, they will be scheduled for their telehealth clinical interview with the psychologist. Reports will be sent to the agency within three business days of completion of the clinical interview.
Return-to-duty educational debriefings are also conducted remotely via a telehealth clinical interview and do not require psychological testing. The purpose of the return-to-duty educational debriefing is to insure the public safety member has received the services and support necessary to properly process their critical incident and safely return to duty. The interviewing psychologist will provide a letter to the agency indicating if and when the member may return to duty as well as any limitations, restrictions, or recommendations for the agency. The psychologist may also provide relevant feedback on how the agency might provide assistance to their member's involved in future critical incidents.
